People Moves: Kajima Partnerships appoints James Green to lead Social Infrastructure Investment
By Alfred Anate Mayaki

London, ENGLAND (Press Release) -- Kajima Partnerships, a social impact investor, developer and manager, has appointed James Green as Investment Lead in a newly created role that will support the continued expansion of its UK social infrastructure pipeline. Green joins Kajima Partnerships following a senior career spanning government, advisory and international infrastructure markets, with a particular focus on public-private partnerships and private finance. The appointment further bolsters Kajima Partnerships' leadership capability at a time of renewed focus on how essential public assets are funded, delivered and operated.
Most recently, he has served as Deputy Director for PFI & Private Finance at the Department of Health and Social Care, where he led the Department's PFI Centre of Best Practice, including overseeing a portfolio of 140 operational hospital and social care projects with an original capital value of £12bn.
During this period, Green supported NHS Trusts through complex commercial challenges, including refinancing, contract renegotiations and restructurings. He also played a key role in shaping emerging approaches to future health infrastructure delivery, including new PPP models for future health infrastructure, including neighbourhood health centres.
Earlier in his career, Green held senior infrastructure advisory roles at KPMG in both the UK and Hong Kong. Prior to this, he worked within the Cabinet Office and the Infrastructure and Projects Authority, where he advised central government on PPP policy, major restructurings and the use of private finance across health, transport, justice, and defence.
At Kajima Partnerships, Green will lead the origination and delivery of social infrastructure opportunities across the UK. His remit will include overseeing the commercial and financial structuring for existing projects, leading new bids and acting as the principal point of contact for public sector clients and stakeholders. He will play a central role in both driving and monitoring the social value created by the firm's projects.
Green's newly created role reflects Kajima Partnerships' ambition to scale its UK social infrastructure activity while responding to renewed market focus on robust, long‑term investment models for essential public assets.
James Green, Investment Lead at Kajima Partnerships, said: "Kajima Partnerships has a strong industry reputation for combining long-term investment with a genuine understanding of social infrastructure delivery and how it needs to function in practice. As Government continues to rethink how critical services are delivered, particularly in healthcare, there is a real opportunity for the private sector to play a constructive role moving forward. I'm excited to be joining a business with the credibility, capability and ambition to help shape what comes next."
Chris Gill, Managing Director at Kajima Partnerships, said: "We are delighted that James has joined us. He brings a rare blend of first-hand experience from inside Government and deep technical knowledge of PPP and private finance. As new models begin to emerge, his insights will be invaluable in helping Kajima Partnerships to respond to the market and continue to grow our UK platform in a way that delivers both commercial strength and meaningful social outcomes."
